India’s banking landscape is set for a transformation with the Reserve Bank of India’s (RBI) groundbreaking “faster clearing of cheques” policy, which brings same-day and near-instant fund availability nationwide. This game-changing reform in cheque processing is poised to enhance banking efficiency, liquidity, and convenience for individuals and businesses alike.
RBI’s New Cheque Clearing System:
A Gamechanger for Indian BankingIndia’s new cheque clearance rule 2025, termed as “Continuous Clearing and Settlement on Realisation,” ensures real-time cheque settlement and continuous cheque clearing throughout the banking day. No longer will customers wait 1-3 days for cheque credits—funds will now arrive the same day or, soon, within mere hours.
Phases and Timelines for Implementation:
The transition to the new real-time clearing system will be implemented across two distinct phases, with hourly settlement cycles beginning at 11:00 AM in both phases.
Phase 1 (Commencing October 4, 2025)
The first phase begins on October 4, 2025. During this period, the Cheque Presentation Session remains continuous, with banks scanning and sending cheque images to the clearing house between 10:00 AM and 4:00 PM. The key change is the Item Expiry Time (confirmation deadline) for drawee (paying) banks, which is set at 7:00 PM (the end of the confirmation session). Banks must provide a positive or negative confirmation for every presented cheque by this time. Critically, any cheque for which confirmation is not provided by 7:00 PM will be deemed approved and included in the settlement.
Phase 2 (Commencing January 3, 2026)
Phase 2 will commence on January 3, 2026, introducing a significantly Accelerated Deadline for cheque confirmation. The Item Expiry Time will be dramatically shortened to T + 3 Clear Hours. This means the drawee bank has only three hours from the time the cheque is released to them to provide confirmation. For example, a cheque released to the paying bank at 11:00 AM must be confirmed by 2:00 PM. Failure to confirm within this 3-hour window will result in the cheque being deemed approved and settled.
How the New System Works:
The new system fundamentally changes cheque clearing from a "T+1" (settlement on the next working day) batch process to a continuous, real-time "settlement on realisation" model, often achieving T+0 (same-day clearance).
Continuous Presentation: When a customer deposits a cheque, the presenting bank immediately captures the cheque image and data (truncation) and sends it to the Centralised Clearing House (CCH) continuously between 10:00 AM and 4:00 PM.
Continuous Delivery: The CCH releases these cheque images and data to the drawee (paying) banks throughout the day.
Hourly Settlement: The CCH begins hourly settlement cycles starting from 11:00 AM. Settlement is based on:
Positive Confirmations: Cheques explicitly confirmed for payment by the drawee bank.
Deemed Approved Cheques: Cheques that exceed their designated 'Item Expiry Time' without receiving any confirmation from the drawee bank.
No accounting entries are made for cheques receiving a negative (return) confirmation.
Immediate Customer Credit: Upon completion of the hourly settlement, the presenting bank receives the final confirmation details. They are mandated to process this information and release the payment to the customer immediately, but not later than one hour from the successful settlement.
