A Division Bench, comprising Acting Chief Justice Tapabrata Chakraborty and Justice Atarup Banerjee, observed that the petition lacked concrete evidence and specific allegations to substantiate the claims, emphasising that 'suspicion, howsoever high, cannot be a substitute of actual proof'.
